Highways Agency seeks contractor for £800m Midlands deal

The Area 9 Asset Support Contract will include network management and maintenance on all-purpose trunk roads and motorways in the area that includes routes in Birmingham, Herefordshire and Staffordshire.

The contract is worth between £137m and £160m annually over five years with the scope set to extend by up to a further three years, subject to HA operational requirements and satisfactory contractor performance.

Around five contractors are expected to compete for the deal and the time limit for tenders or requests to participate is 30 January at 12pm.

Area 9 Asset Support Contract:

Works will include routine and cyclic road and bridge maintenance works with a contract value limit of between £4m and £8m.

It will also include co-location with, facilities for and supervision/management of the Highways Agency Regional Technology Maintenance Contract for Area 9, A50/A564 Stoke to Derby DBFO, and for the M6 Toll DBFO.

A final decision on the size of the area to be covered by the regional technology maintenance contracts (RTMCs) that will be managed by the successful bidder in the Midlands area is yet to be made by the contracting authority.

The contracting authority is still deciding whether the East (Area 7) and West Midlands (Area 9) RTMCs will be let separately or whether, alternatively, there will be a single RTMC covering both areas. It is possible that the successful bidder may be required to design and construct technology schemes in Area 7.

The coverage of Area 7 broadly comprises HA routes in the counties of Derbyshire, Leicestershire, Northamptonshire, Nottinghamshire, Lincolnshire, Rutland and parts of Warwickshire, Cambridgeshire and Oxfordshire.

Suppliers interested in submitting an expression of interest for this proposed contract should request a copy of the Pre-Qualification Pack through the Highways Agency’s eSourcing Portal.

Completed forms and responses must be received by the Highways Agency, via the Highways Agency’s e-Sourcing Portal.

Following pre-qualification, Vendor Ratings will be calculated using the validated Highways Agency’s Strategic Alignment Review Toolkit, Past Performance Data and Added Value scores, at a ratio of 60:35:5.

The contractor will be required to sign the Highways Agency Fair Payment Charter as a condition of acceptance of their tender.

The target for the scheme is to have one apprenticeship created for every £20m spent.
